This new UNDP supplied technology includes a computer based emergency warning and disaster damage reporting system (DMUnet); a GIS based information system of disaster management and relief needs data (DMUgis); a Web based public information system (DMUweb); and modern strategies for decision making to better deliver emergency relief and to better allocate scarce resources for rehabilitation.
The Disaster Management Unit (DMU) Project, formed in 1994 by the United Nations Development Program and the Government of the Socialist Republic in Vietnam to support the natural disaster mitigation efforts of the Vietnam, was extended and expanded in 1998 under its successor project, UNDP Project VIE/97/002 -- Support to the Disaster Management System. The DMU’s activities were funded by the UNDP, the Government of Vietnam, and the European Community Humanitarian Office (ECHO). The DMUBP/Statoil Alliance and the Government of Luxembourg have also made important contributions to the project. Project VIE/97/002 – Support to the Disaster Management System in Vietnam has been implementing by the Standing Office of the Central Committee for Flood and Storm Control of the Ministry of Agriculture and Rural Development.The original project has established strategies for disaster preparedness, prevention, and mitigation; and strengthening national capacities to plan for and respond to natural disasters, especially water disasters. The original project also provided grassroots training in disaster preparedness; and has prepared a new strategy and action plan for mitigating all natural disasters in Vietnam.In the year 2000,The Office for Foreign Disaster Assistance (OFDA) of the Government of the United States of American committed to UNDP to grant US$994,000 (OFDA1 Project) to implement pilot solutions for the highest ranked priorities for flood disaster mitigation in Central Vietnam:
After that, in the year 2001, based on the results achieved by the MARD UNDP Disaster Management Unit (DMU) project on its effort to help fisherfolk and people in the coastal provinces of Vietnam, the Office for Foreign Disaster Assistance (OFDA) of the Government of the United States of American has committed to UNDP to grant US$1,440,000 (OFDA2 Project) to build a weather radio and pager based coastal storm and typhoon early warning service for all coastal provinces of Vietnam.
