United Nation’s Role in Disaster Management in Viet Nam United Nations Disaster Management Team (UN DMT) A UN Disaster Management Team (UN DMT) is formed in the event of a disaster affecting Viet Nam. If the disaster clearly falls within the competence and mandate of a UN agency, then this organization will normally take the lead (the UN DMT will then be the forum for discussing the support of the lead agency). The UN DMT is convened and chaired by the UN Resident Co-ordinator (the UNDP Resident Representative) and should normally be comprised of a core group represented by the country level representatives of FAO, UNDP/DHA, UNICEF, WFP, WHO and UNHCR. Apart from this core group, the composition of the UN DMT is determined by taking the disaster type into account. The team may be enlarged by including personnel from relevant agencies when a disaster arises. The UNDP disaster focal point officer serves as secretary for the UN DMT. The primary purpose of the UN DMT is to ensure that a prompt, effective, and concerted response by the UN system is made at country level in the event of a disaster. The team co-ordinates all disaster related activities, technical advice and material assistance provided by UN agencies, as well as taking steps to avoid wasteful duplication or competition for resources by UN agencies. United Nations Development Programme (UNDP) UNDP focuses primarily on the development-related aspects of disaster risks and occurrences, and on providing technical assistance to institution-building in relation to all aspects of disaster management. In addition, UNDP provides administrative and operational support to the Resident Co-ordinator function, particularly at country level, but also at headquarters. United Nations Children Fund (UNICEF) Within the mandate conferred to UNICEF by the General Assembly, UNICEF plays a special role in emergency relief in ensuring that the immediate and particular needs of children and mothers are met, with due regard for to the urgency of the needs and the resources available. This applies in all emergency situations, regardless of their cause - whether natural or human-made, and assistance is provided without discrimination. UNICEF seeks to mobilize and provide direct relief assistance in situations where immediate needs of children and mothers are not being adequately met. Where relief needs are able to be met by the Government or other organizations, UNICEF concentrates its effort and resources on rehabilitation and long-term child survival and development objectives. At the World Summit for Children (New York, September 1990), emphasis was given to UNICEF’s responsibility to pay special attention to the needs of children caught in conflict situations. All types of emergencies are included - natural, man-made and technological disasters as well as epidemics. WHO promotes and organises regional and country-level seminars on disaster preparedness and disaster management for government personnel (particularly from ministries of health) and collaborates with a number of institutions engaged in the public health aspects of disasters and epidemiology. The extent of any input depends on the level of needs, on inputs from other sources, and on the availability of resources. In exceptional emergencies, staff may be assigned to act as health co-ordinator or in an executive capacity, particularly to ensure (a) the most effective deployment of all non-national health personnel and (b) that requests for personnel, supplies and equipment are properly prioritized and related to the specific needs arising from the emergency.
