Damage caused by hailstorms and whirlwinds in some provinces in the North region of Vietnam during 3 days (19-21/11/2006)
I. Situation of hailstorms and whirlwinds
Due to impact of the cool air, whirlwinds and hailstorms occurred in Quang Ninh, Lang Son, Vinh Phuc, Ha Noi and Ha Tay provinces from 19th to 21st November 2006. Whirlwind and hailstorm caused damage seriously on human and property, particularly in Quang Ninh province.
II. Damage
Damage caused by whirlwind and hailstorm in the North provinces was reported as follows:
1. Human:
- Dead people: 13 people (Quang Ninh: 12 people, Phu Tho: 01 people) , including 02 people died of collapsed houses, 01 people died of collapsed crane, the rest died of sunk boats.
- Missing people: 05 people (in Quang Ninh)
- Injured people: 56 people (Quang Ninh: 55 people, Bac Kan: 01 people)
2. Property:
- 8,805 houses roofed out
- 115 ha of rice damaged
- 15,220 ha of agricultural produce damaged and thousand of trees felt down
- 12 boats and ships sunk and broken
- 04 cranes collapsed
The total estimated damage for property: 342 billion Vietnamese dong

III. Recovery and rehabilitation
1. Central level.
The Official Telegraph No. 1923/CD-TTg dated 21st November 2006 by The Prime Minister was sent to Quang Ninh People’s Committee, Ministry of Transport, Ministry of Public Security, Ministry of Labor, Invalids and Social Affairs, Ministry of Fisheries, Central Committee for Flood and Storm Control, National Committee for Search and Rescue, the General Department of Tourism, VTV, VOV, Vietnam News Agency and The People Newspaper, in which the Prime Minister:
- Give his regards and condolences to households whose members were dead, missing and injured.
- Ask Chairman of Quang Ninh People’s Committee to continue to direct searching activities for missing people; encourage, visit and provide the support timely to these families.
- Assign CCFSC and Search & Rescue and relevant Government Agencies to continue to implement recovery and rehabilitation measures in order to stabilize the people life in disaster prone areas in cooperation with Quang Ninh PPC.
- Organize an after-action review to draw lessons learnt for preparedness, prevention and response to disasters to reduce human and property damage
2. Local level.
Quang Ninh: People’s Committee had the Official Telegraph to provincial bodies, departments and sectors to direct and mobilize resources in to search for missing people, helping unlucky families, dealing with traffic jam and fishing sunk boats and ships from the river.
Vinh Phuc: Leaders of Provincial Committee of the Party, People’s Committee and relevant agencies were on location to direct the recovery for disaster consequences.
Phu Tho : People’s Committee of Ha Hoa district granted 1 million Vietnamese dong for per household whose members dead. Other districts and cities have implemented recovery measures to stabilize the production.
Other provinces hit by hailstorm and whirlwind have been in efforts to resume disaster consequences and quickly stabilize the people life.
